About ActPoint KPI: An Opportunity for School Leaders to Benchmark District Operational Performance

PASA and PASBO have partnered to make available to Pennsylvania school districts a unique system that will assist school system leaders in district analysis and fiscal management. 

The PASA-PASBO ActPoint Performance Management System will provide leaders in Pennsylvania school districts, through a low-cost subscription, the ability to benchmark their school districtís operational performance against that of other districts across the state and nation using a series of key performance indicators in the areas of finance, operations, information technology and human resources.

The Council of Great City Schools (CGCS), the national association of the nationís largest, mostly urban school districts, started to develop the benchmarking system in partnership with its member districts in2004.  Council member schools have used and refined the benchmarking system over the past four years.  TransAct, a Washington State based company familiar to many administrators who have used its parent notices to comply with federal NCLB and IDEA mandates, partnered with the CGCS to develop a web-based dashboard tool that allows for easy-to-use graphical displays and analytical tools that allow users to easily benchmark, analyze, plan and even perform predictive modeling of the potential impacts of decisions on district operational performance.

     
The ActPoint KPI Performance Management System provides a powerful tool that can help district leadership measure their districtís performance, compare their districtís performance with that of other districts, identify effective management and operational practices that produce top-of-the-line results and make better decisions about where to allocate their human and financial resources.  It permits users to compare their districtís performance with peer districts and benchmark performance based upon geography, cost of living, district size and other factors.   The system provides a powerful tool that can help district leadership measure their districtís performance, compare their districtís performance with that of other districts, identify effective management and operational practices that produce top-of-the-line results and make better decisions about where to allocate their human and financial resources.

The benchmarking tool will offer two subscription levels. A ďliteĒ version will provide about 50 key performance indicators. The full version will provide school districts about 100 key performance indicators.  Both the lite version and full version include a mix of power indicators and an essential few indicators.  Power indicators are designed for the use of district decision makers (superintendents, business managers, board).  They provide a big picture view of district operations. The essential few indicators are designed for use by staff at the director and supervisory level, those who need a deeper understanding of district operational performance.

The ActPoint KPI Performance Management System has helped the CGCS districts save millions in operating costs. We believe it will do the same for Pennsylvaniaís school districts.

The system is available on an annual subscription fee basis.  Districts that subscribe will then be provided a window to enter the necessary data into the system.  Data will then be reviewed for consistency and, when necessary, districts will be contacted to ensure data is accurate and consistent with data definitions.  The system will then go ďliveĒ around December 1, just in time to assist district leaders with budget planning for the 2013-14 school year.
