What are districts implementing as their Continuity of Education Plan?

PASA has learned that School Construction is not subject to the guidance for non-essential business. The waivers were intended for private commercial activity only, not the public sector. Districts have the ability to determine at the local level whether or not a school construction project constitutes critical construction, and a waiver is not required by the district or the contractor(s). The Governor's office is requesting that districts use common sense and reason as they move forward and act in the interests of mitigating the spread of COVID-19. Districts should only continue work on projects that are considered essential. If a project is essential, then appropriate social distancing and other mitigation techniques must be observed. We expect more guidance on this in the future. PASA recommends that districts consult with their solicitor before deciding to engage or continue with school construction projects.
