PLUS Caucus of PASA

The purpose of the PLUS Caucus of PASA is to seek solutions to the unique and pressing educational and financial problems facing urban school districts in the Commonwealth.

The organization seeks to:
* support, promote and improve urban education through the structured exchange of ideas, curriculum materials, actions plans and personnel
*propose and/or support legislation favorable to urban education
*keep all members well informed on matters related to urban education
*develop statistical reports related to urban education
*plan events, and meetings dealing with urban educational issues
*establish and maintain productive relationships with appropriate public and private organizations


Membership in the PLUS Caucus of PASA is limited to urban Pennsylvania school districts, which include central cities of a Metropolitan Statistical Area and/or which exhibit one or more of the following characteristics:
*poverty
*cultural diversity
*declining population
*declining enrollment
*industrial flight
*middle class flight
*shrinking tax base
*obsolete or decaying buildings, including schools
*population density

Districts currently eligible for membership in the PLUS Caucus of PASA include:
Aliquippa, Allentown, Altoona, Butler Area, Bethlehem, Chester-Upland, Clairton City, Coatesville Area, Duquesne City, Easton Area, Erie City, Farrell Area, Ferndale Area, Greater Johnstown, Harrisburg, Hazleton Area, Iroquois, Jeannette City, Lancaster, Lebanon, McKeesport Area, Midland Borough, Monessen City, New Brighton, New Castle, New Kensington-Arnold, Norristown, Philadelphia, Pittsburgh, Pottstown, Reading, Rochester, Scranton, Sharon City, Shenandoah Valley, South Allegheny, Southeast Delco, State College Area, Steelton-Highspire, Steel Valley, Sto-Rox, Washington, Wilkinsburg, Wilkes-Barre, William Penn, Williamsport Area, Woodland HIlls and York City

Other districts may be considered "urban," subject to review.
